What Is the EU PPWR?
Regulation (EU) 2025/40, known as the Packaging and Packaging Waste Regulation (PPWR), entered into force on February 11, 2025 and begins full application on August 12, 2026. It replaces the Packaging and Packaging Waste Directive that has governed EU packaging since 1994, shifting from voluntary targets to mandatory, directly enforceable standards across all 27 member states.
The regulation covers all packaging placed on the EU market, regardless of material, format, or country of origin. This includes food service packaging such as paper cups, takeaway boxes, food bags, and disposable bowls, in both B2B and B2C contexts.

- Restricted Substance- PFAS and heavy metals in food contact packaging are banned from August 2026.

What PPWR Means for Food Brands and Importers
Under the PPWR, the company whose name or trademark appears on the packaging is defined as the manufacturer, regardless of where the packaging is physically produced. As the manufacturer, you are responsible for ensuring compliance and holding the required documentation before your packaging enters the EU market.
This means your packaging supplier becomes a critical part of your compliance chain.

Your supplier must provide test reports confirming packaging is free from restricted PFAS and heavy metals.
EPR Registration
You are required to register with EPR schemes in each EU member state where your products are sold.
Recyclability Classification
